Our Story

2016:

On the 8th August 2016 HBC formed under Broste Rivers Group, incorporating services from seven Hertfordshire local authorities.

2019:

BCC was formed to cover all DFG works and warranties. At the end of 2019, Dacorum joins HBC marking the inclusion of an eighth local authority under HBC's building control service provision.

2021:

Gary Cass joins Broste Rivers Group as CEO to lead the business into an exciting new chapter of growth and transformation. Additional investment in BCC enables the delivery of a full-service building control consultancy across the UK with a focus on HRB projects.

In 2021, Broste Rivers Group made a strategic move by acquiring Build Insight Group, a private approved inspector.

Chief Executive Officer

Gary Cass

Gary Cass is a highly experienced building control professional who has worked extensively in both the public and private sectors. He holds prestigious designations such as Chartered Fellow of the Chartered Association of Building Engineers, Chartered Building Engineer, and Chartered Member of the Chartered Institute of Building.

Having worked in building control industry for over 20 years in both the public and private sectors, Dave recently took up the position as Head of Building Control Consultancy at Broste Rivers. He is also a ‘Registered Building Inspector’ at class 4(3), which means he is certified and registered to work as a technical manager and on a variety of buildings including ‘Higher Risk Buildings’.

To build good quality, safe, sustainable buildings requires a diverse range of people and organisations. Those people and organisations need to focus on their own roles and responsibilities but also need to pull in the same direction and work towards common goals.

Having worked in the construction industry for almost 30 years and the Building Control / Warranty Risk Management industry for over 20 years, Darren recently took up the position of Head of Consultancy at BCC-C. To complement his extensive industry experience in both public and private sectors, he is also a Fellow of the Chartered Association of Building Engineers, Chartered Surveyor and a Chartered Manager. He also recently qualified as a Chartered Engineer in Higher Risk Buildings (HRB) which demonstrates his competence to work on a variety of complex construction projects including ‘Higher Risk Buildings’.

David has worked within the building control industry for over 20 years in both the public and private sectors at a senior management level. He has experience on a variety of projects including national homebuilding sites, healthcare facilities, schools and also overseen strategies on House Type Approvals and MMC (Modern Methods of Construction). He is a ‘Registered Building Inspector’ at class 4(3), which means he is certified and registered to work as a technical manager and on a variety of buildings including ‘Higher Risk Buildings’.

Pragmatic and professional, Graham partners with clients and stakeholders to keep projects moving and deliver reliable results.

Having worked in the building control industry for over 20 years in both the public and private sectors, Dave brings extensive technical experience across a wide range of building control consultancy projects. He is a Registered Building Inspector at class 4(3), certified and registered to work as a technical manager on a variety of buildings including Higher Risk Buildings. Dave is also on the Principal Designers Register by the Association for Project Safety for general and higher risk buildings.

With over 25 years’ experience in local government, Claire brings a wealth of knowledge and skills to her role at BCC Consultancy.


She has spent 17 years working in Building Control, providing both administrative and technical support. Her background also includes three years in Planning giving her a broad understanding of the built environment and the wider regulatory frameworks.


Passionate about delivering excellent customer service, Claire supports the BCC team with a high standard of professionalism, and care across administration, project delivery and client support.

At Broste Rivers and BCC Consultancy, his focus is on expanding commercial sector work. Martin believes the company can provide crucial support to clients throughout the UK on projects of all scales and types, particularly in the HRB sector as part of Multi-Disciplinary Teams. From initial concepts through all Gateway submissions to construction and handover.
