Joyce & Snells Estate Redevelopment

Project overview

Hill Group appointed BCC Consultancy to provide specialist Building Control consultancy services for the Joyce & Snells regeneration project in the London Borough of Enfield.

The redevelopment is one of the borough’s most significant residential transformation programmes. It involves demolishing 795 existing homes and delivering more than 2,000 new homes within a higher-density, mixed-use development.

The scheme includes residential buildings of up to 26 storeys, alongside a new community centre, nursery, energy centre and improved public realm. With a total project value exceeding £800 million, the development represents a major long-term investment in the local community.

Due to the height and residential use of the proposed buildings, key elements of the development fall within the higher-risk building regime. The project is therefore subject to regulatory oversight by the Building Safety Regulator and requires Building Control approval through the Gateway 2 process.

Gateway 2 acts as a regulatory hold point. Construction work on a higher-risk building cannot begin until the Building Safety Regulator has approved the application and is satisfied that the proposed design meets the functional requirements of the Building Regulations.

The challenge

The scale, complexity and programme requirements of the Joyce & Snells regeneration created a demanding Building Control environment.

Hill Group had established a multi-disciplinary team to develop and coordinate the design. The project required specialist regulatory input capable of bringing together information from architects, engineers, fire consultants and other technical disciplines into a clear and coordinated Gateway 2 submission.

The principal challenges included:

Coordinating compliance information across a large consultant team
Identifying and resolving gaps within the design documentation
Demonstrating compliance with the Building Regulations
Establishing clear responsibilities for outstanding information
Supporting the Golden Thread of building safety information
Preparing a detailed and coherent Building Regulations Compliance Statement
Reducing the risk of queries or delays during the Building Safety Regulator’s assessment

The work also required professionals with the appropriate competence for higher-risk buildings, including Class 3 Registered Building Inspector capability and demonstrable skills, knowledge, experience and behaviours.

BCC Consultancy’s role

BCC Consultancy joined the project at RIBA Stage 4 and worked closely with Hill Group, the Principal Designer and the wider consultant team through to the final Gateway 2 submission. Our role formed part of the project’s multi-disciplinary Building Control function. We provided independent regulatory advice on the design, documentation and submission strategy, helping the project team present a comprehensive and auditable case for Building Regulations compliance.

Implementing a live Building Control tracker

BCC Consultancy introduced a live Building Control tracker to manage regulatory compliance across the project. The tracker became a central coordination tool for the multidisciplinary team. It recorded compliance matters, outstanding information, design actions, responsible parties and review status.

It was used to:

Monitor Building Regulations compliance across all technical disciplines
Identify missing or incomplete information
Track design development and technical responses
Allocate actions to the appropriate consultant
Record the closure of regulatory comments
Maintain visibility of submission readiness
Create an auditable record of key compliance decisions

By consolidating this information into a single live document, the project team could identify priorities quickly and maintain momentum towards submission.

The tracker also supported the Golden Thread by providing a clear record of how regulatory matters were identified, reviewed and resolved. The Golden Thread is intended to create an accurate, accessible and up-to-date source of building information throughout the design, construction and occupation of a higher-risk building.

BCC Consultancy undertook detailed reviews of the design documentation, focusing on completeness, clarity, and alignment with regulatory requirements. We worked collaboratively with the design team to resolve queries and close out compliance gaps, providing practical guidance to support progression of the submission.

In addition, we supported Hill Group in reviewing and refining the Gateway 2 submission pack, with particular focus on the Compliance Statement. Our input ensured that the statement accurately reflected the design intent, addressed relevant guidance, and clearly demonstrated how the Building Regulations had been satisfied.

Our work focused on creating a clear relationship between the statement, the design documentation and the supporting technical evidence.

BCC Consultancy reviewed the statement to confirm that it:

Accurately reflected the design intent
Addressed the relevant Building Regulations requirements
Referenced appropriate drawings, reports and specifications
Explained the project’s compliance approach clearly
Identified the evidence supporting each compliance position
Presented information in a consistent and accessible format

This work strengthened the overall submission narrative and gave the Building Safety Regulator a clearer route through the project’s compliance information.
